A framework is basically, as the name implies, another frame that the code builds upon.

I like to compare it to an actual picture frame, you can have what you want your application to be, be the “picture” and the wall be the programming language. Of course you can try to take nails (raw code) or needles or whatever and attach the picture to the wall like that. That'll take quite alot of effort to correctly attach it in a good way. You can also take a picture frame, you'll take a bit of effort to get the picture into the frame and then one nail to attach it to the wall but its alot easier than to do it manually.

Basically what a framework does, it builds up on the already existing programming language and offers functionality that would take you a long time to implement by yourself like database integrations, authorization, authentication, routing etc.
